Not only the the substance but the container also should be worthy.

प्रागल्भ्यहीनस्य जनस्य विद्या
शश्त्रं यथा कापुरुषस्य हस्ते
न तुष्टिमुत्पादयते परेषाम्
अन्धस्य दारा इव दर्शनीया ॥२
चाणक्यराजनीतिशास्त्रे अद्ध्यायः ३
prāgalbhyahīnasya janasya vidyā
śaśtraṁ yathā kāpuruṣasya haste
na tuṣṭimutpādayate pareṣām
andhasya dārā iva darśanīyā  ||2
cāṇakyarājanītiśāstre addhyāyaḥ 3

According to Chanakya, mere learning without the capacity to apply the knowledge acquired is mere waste.  He says, " Learning in the hands of a person who has no capacity to apply the knowledge, is just like a weapon in the hands of a ruffian or an idiot.  Such knowledge does not bring happiness to anyone.. it is just like a beautiful wife for a person who is by birth blind. "

Knowledge in the hands of persons who cannot put it to use can be both waste and sometimes dangerous.  If a fellow who is not capable of using a weapon properly is handed over the weapon, he may pull some trigger unknowingly and cause damage, or alternately he may not be able to use the weapon at all. In both the cases, such knowledge goes down the drains. Not only the the substance but the container also should be worthy.
