nourish them and reap rewards

राजन् दुधुक्षसि यदि क्षितिधेनुमेनां
तेनाद्यवत्समिव लोकममुं पुषाण।
अस्मिंश्च सम्यगनिशम् परिपुष्यमाणे
नानाफलं फलति कल्पलतेव भूमिः॥
भर्तृहरेः नीतिशतकात् ३७
rājan dudhukṣasi yadi kṣitidhenumenāṁ
tenādyavatsamiva lokamamuṁ puṣāṇa|
asmiṁśca samyaganiśam paripuṣyamāṇe
nānāphalaṁ phalati kalpalateva bhūmiḥ||

the philosopher king bhartruhari is explaining the ways and means of reaping the best results from the land and the most affectionate response from the subject. The Land with its resources is like a milch cow. If it is to gush forth the milk of prosperity and plentitude it should be pleased with the sight of its own calf for whom she generates her nectar. If the calf is satified by the affection of the mother cow, then she will give whatever you want.
The entire working of the world thrives in this give and take attitude. If the paddy filed or the orchard is watered, weedes and the plants are given manure and are tendered we will get fruits in plenty. If we do not take care to nourish the sources, we are in for permanent
disappointment. If the king is benevolent and caring the subjects will not mind responding to his demand of taxes and other levies. But if a ruler sits there only to collect tax and send his army to death. his tenure will be shortlived
