right delegation and execution

भृत्यैर्विना स्वयं राजा लोकाऽनुग्रहकारिभिः।
मयूखैरिव दीप्तांशुस्तेजस्व्यपि न शोभते॥
विष्णुशर्मविरचिते पञ्चतन्त्रके मित्रभेदः १-८८
bhṛtyairvinā svayaṁ rājā lokā'nugrahakāribhiḥ|
mayūkhairiva dīptāṁśustejasvyapi na śobhate||
viṣṇuśarmaviracite pañcatantrake mitrabhedaḥ 1-88

The above couplet is from Panchatantram, the famous treatise on statecraft taught by Vishnusharma to some princes, narrated as  stories with moral.  Here in a conversation between two jackals Karataka and Dhamanaka..it is said:-
" If a king (ruler, or government,manager) in not having servants or employees who are deeply interested in doing good to the country or the organization, the king(or the top manager), even though having inherent brilliance, will be lustreless lika the Sun who  is bereft of his long rays."
This is a simple statement on proper  delegation of functions by a manager to his subordinates. The manager may have all the exemplary qualities.  But if the network he caters to is wide, he cannot operate from a single point  without proper delegation. Even the best and most appropriate decisions can be blotched up if they are implemented by servants who are either not in sync with the objectives of the leader or are not enthusiastic or faithful enough to interpret and execute properly the tasks delegated to them.  The leader and the employees here are expected to be united in their focus  on the welfare of the nation  and the organization especially when they form part of an administrative hierarchy.  The sun, far away in the sky, radiates huge quanta of energy and these quanta are radiated all around through rays ( most of us must be familiar with electromagnetic radiations).  If these rays do not emit forth  properly, the energy reaches nowhere. (The death process of a star as white dwarf etc.., occurs life this).  similar is the case with servants who are not executing faithully the action plan of the administrator at the core. The transmission of energy through rays is in a definite and predetermined pattern..it is not chaotic.  So also should be the operation of the executives..They should move in the right direction with a clear perception of the duties assigned to them and the time frame prescribed.
