age does not mellow ...

Just because one is advanced in age, his inherent nature of being cruel and idiotic does not undergo any change.  The bitter gourd, even if it has become very ripe and red will not leave its bitter taste and become sweet.
The master chanakya here underlines the force of habits.  If one has become used to being cruel and adamant in his younger days, he will not be able to give up his natural propensities and become a saint just because he has grown old.  The appearance of a man of ripe age can be very deceptive. In physical stature and in behaviour, he may appear to be very pious. But the poison inside will be still potent.  We are seeing many 'uncles' and "granddads' of this genre in our daily lives.
