Does dharma mean religion or duty?

What I have understood is..
Dharma means the fair and immutable law of virtue.
The word often implied religion in hindi only because the religion or any religion was expected to be the upholder of Dharma
Even the god of death is called Dharma because he is the dispenser of justice without fear or favour.
Dharma can mean religion in Hindi but the real dharma is much more than that.
Truth and fair justice..ritam and satyam combine to form the foundation of dharma
