मन्त्रिभिर्मन्त्रकुशलैरन्धः संतार्यते नृपः।

चक्षुष्मांश्च मदान्धः सन्नात्मानं

हन्त्यशेषतः॥ इन्दिश्चे स्प्रुचे २११७ कामान्धकीय नीतिसारे

Even a king who is physically blind would be correctly guided by ministers who are adept in statescraft and would rule well. However if a king is blind with arrogance and is acting in a wayward fashion he would be finished of lock stock and barrel.

A king, a leader of the people, a ruler, even if he is very wise and skilful, if he does not exhibit initiative, strength and willingness to be in action on a sustained and continuous basis, would become the target of derision and attack by enemies, and he would rather look like a snake which has no venom within.

It was only through sustained action, unrelenting efforts and great initiative that the Gods could churn out the milky ocean and obtain ambrosia or amrutham. The same initiative kept them afloat and enabled them to defeat their enemies the Asuras and to retain their suzerainty. It was through great collective initiative that Mahendra could establish his unchallenged authority in heaven and in this earth too.

One should ensure that augments his resources, valour and initiative on a continuous basis, just as if one maintains a burning fire aflame through adding sufficient fuel. A person who is in the peak of action and enthusiasm, motivated by initiative, even if he is somewhat weak compared to the adversaries, manages to score victories, and for him glory, accolade and material benefits too would follow in plenty.

contact with bad fellows can result in acquiring evil propensities

 

अपां प्रवाहो गाङ्गोऽपि समुद्रं प्राप्य तद्रसः।

भवत्यवश्यं तद्विद्वान्नाश्रयेदशुभात्मकम्॥

apāṁ pravāho gāṅgo'pi samudraṁ prāpya tadrasaḥ|

bhavatyavaśyaṁ tadvidvānnāśrayedaśubhātmakam||

The water, even if it is flowing from the river Ganga would forcibly assume the salty taste of the ocean when it mixes with the seas.

Likewise, learned and nice people, when they are in contact with bad fellows in all likelihood would assume the evil propensities and attitudes of such nasty people.

Therefore, good and virtuous people should never seek company of the nasty ones.

A very relevant advice.

Do not intimidate people around with harsh, cruel pompous talks and conversation. Do not try to upset people with unpleasant words. Always choose friendly words and mild and affable tone in your conversations. Normally, even if a person is wretched, even if he is somewhat mean, if he speaks in a friendly manner, his attitude and demeanour would get the approval of all and he would get a positive response.

Yes, some people, even if they talk sense most of the time, deliver their speeches, advises, or harangue in a pompous and harsh manner. Some even presume that when they are talking for the good of others, it is their privilege to assume an overbearing or even intimidating style. However, it should be ever born in mind that people around never have much fancy for such sermons and grandfather lectures; even they aim at the benefit of the listeners. At the same time, even slightly unfavourable and not so beneficial words, when people deliver them in a friendly fashion would get listeners without much demur.

यदपि even things नरः man उच्चैः at the highest level, thoroughly विजानीयात् has learned and therefore knows well तदपि even that नीचैः at a low key कीर्तयेत् discloses विनयान्वितः a man with modesty and humility स्वस्य own ज्ञानस्य knowledge वैशिष्ट्यं greatness, class कर्मणा by action, by practice कथयेत् should disclose.

हृदि विद्ध इवात्यर्थं यया संतप्यते जनः।

पीडितोऽपि हि मेधावी न तां वाचमुदीरयेत्॥

Kamandakeeya Nitisaram defines crisply the attitude of a mature and learned person on the face of cruel verbal or physical attack

A person with knowledge, sense of balance, empathy and understanding should not utter words or express opinions that would cause intensely burning pain to all people around. This is so even if he suffers deep hurt to the vitals (physically, mentally, emotionally through words or actions of others), even if such words or actions were so cruel that they pierce his heart and is causing intense pain and discomfort.

Of course, sense of balance and maturity carried to its extreme heights. Nevertheless, worth pondering.

हृदि विद्धःdeeply striking the heart इव like अत्यर्थं extremely पीडितः hurt ( could be by words, actions or both) अपि to मेधावी a person with knowledge, sense, empathy and understanding, a scholar, a learned and diligent person यया which वाचा word जनः people संतप्यते burn with hurt and pain तां that वाचं word न उदीरयेत् should not speak,

The most effective and praiseworthy qualities of decisions taken during the confabulation of expert ministers who guide the state policy should be that they should never give people state regret later on, they should yield even additional or spplementary benefits, and they should not take too much of time in yielding those benefits

सज्जमानामकार्येषु निरुन्धुर्मन्त्रिणो नृपम्।

सज्जमानामकार्येषु निरुन्धुर्मन्त्रिणो नृपम्।

गुरूणामिव चैतेषां शृणुयाद्वचनं नृपः॥

sajjamānāmakāryeṣu nirundhurmantriṇo nṛpam|

gurūṇāmiva caiteṣāṁ śṛṇuyādvacanaṁ nṛpaḥ||

A very terse advise for rulers, as prescribed in the masterly treatise Kamaandhakeeya Nitishastram. This work is by Kamandhaka, a disciple of Chanakya and came into vogue after the eon of Chanakya, has substantial similarities with Chanakyas treatise Arthasastram.

The advise, the dictum, very brief but clear and matter of fact . It has application an validity across time, race, nationality and similar considereations.

The message is

If it is seen, noticed, implied or understood by the Ministers and the Advisers of the King or Sovereign that the person wielding the ultimate power is set to perpetrate any action, if he is veering towards any policy, which is opposed to the interests of State,or Rules, which is opposed to propriety and general peach and tranquility of the state and the people, then the ministers and deputies shoud persistently advise and convince the person wielding final power and authority and prevent the occurrence of such breach or deviation.

In the matter of following the advise of the ministers or deputies in such matters, the Ruler or the Administrator should give the same weight and respect to such advice as if the words are coming straight from the great seers, masters and prceptors of the man in power. Such advices were almost binding in nture.

Maybe, even in autocracies and monarchies in our traditions, the cabinet system, the binding nature of the principle aid and advice of binding nature was an accepted norm.

We will find even in the courts of depots like Ravana, ministers never hesitated to speak out their minds and they never minced words about what was right and what was not proper..

अकार्येषु things, deeds, actions which should not be done, which are not in the interest of the king, state or people सज्जमानां if there is proposal, intention or idea or planning नृपं the king मन्त्रिणः the ministers, policy advisers निरुन्धुः should stop, should prevent, नृपः the king एतेषां their वचनं words गुरूणां from preceptors, seers, masters इव as if शृणुयात् should listen

विनाशनम् श्रियः

असत्यता निष्ठुरताकृतज्ञता भयं प्रमादोऽलसता विषादिता।

वृथाभिमानो ह्यतिदीर्घसूत्रिता तथाङ्गनाक्षादि विनाशनम् श्रियः॥

According to Kaamaandhakeeya Neeti a celebrated treatise on right and proper living, the following flaws and setbacks found in a person can cause serious damage and destruction to his prosperity, wealth and welfare.

The issues listed are

1. Lack of truthfulness

2. Extreme cruelty

3. Absence of gratitude

4. Habit of being afraid or apprehensive of anyting and everyting

5. Lack of mental orientation and proper thinking

6. Laziness

7. Tendency to be morose and depressed

8. Misplaced sense of self importance and arrogance

9. Tendency to procrastinate or to find excuse for delaying actions

10. Wayward romantic activities and tendency to gamble.
