I can answer that only this way.
Astrology is based on the law of probability and law of averages. It has been observed that when certain planets and stars were moving through certain zodiac locations something good or not so good happened and this happened many times. So such positions were noted as indicators of either good tidings or disasters
The poojas and pariharams prsectibed are usually based on the presumption that some planets and stars have certain presiding deities and companions and that the wrong placement of the planets at the time of birth or at any point of time happens due to the displeasure or anger of such deities.
Naturally the astrologer believes that when such planets or deities ate offered poojas their anger and displeasure would abate or subside.
This logic is common to all religious offerings even beyond the realms of astrology
And the astrologers often raise prasnam or query with great respect to the deities and planets through some rituals and make request as to what pooja or pariharam should be performed and the planets and deities are supposed to be answering through some signs and omens.
The poojas are prescribed according to the omens received in response
Some money minded persons might exploit the gullible client for some benefits and even play hand in gloves with some priests and even get back kickbacks or cuts.
But an honest astrologer goes by the texts and traditions and would say what he understands from the planetary orientation and other signs observed by him.
It is another religious faith. Even worship of God at home or in a temple is a matter of tradition. All prayers have that element of faith imbedded. One can never say for sure whether a pooja or prayer would really work.
But I can only say that a professionally honest astrologer would give his findings only according to the text he has learned and the tradition he is following
