मन्त्रिरूपा हि रिपवः संभाव्यास्ते विचक्षणैः।
ये सन्तं नयमुत्सृज्य सेवते प्रतिलोमतः॥पञ्चतन्त्रे
mantrirūpā hi ripavaḥ saṁbhāvyāste vicakṣaṇaiḥ|
ye santaṁ nayamutsṛjya sevate pratilomataḥ|pañcatantre
The efficient leader should be sensible enough to identify as arch enemies of the king and the nation the ministers who render advise on policy matters deviating from the path of welfare for the state. Such people are monster-like enemies in the guise of ministers.
