the needs to know principle

तस्मान्नास्य परे विद्युः कर्म किम्चित्चिकीर्षितं।
आरब्धारस्तु जानीयुः आरब्धं कृतमेव वा॥
कौटिलीय अर्थशास्त्रं
tasmānnāsya pare vidyuḥ karma kimcitcikīrṣitaṁ|
ārabdhārastu jānīyuḥ ārabdhaṁ kṛtameva vā||
kautilīya arthaśāstraṁ

തസ്മാത് നാസ്യ പരെ വിദ്യു: കര്‍മ്മ കിഞ്ചിത്ച്ചികീര്‍ഷിതം
ആരബ്ധസ്തു ജാനീയു : ആരബ്ധം കൃതമേവ വാ
കൌടിലീയ  അര്‍ത്ഥ ശാസ്ത്രം

when new state projects are at the stage of planning, only the inner circle of planners should have any knowledge about it.  Once an action plan is prepared, the persons in charge of execution should know about it in detail and should implement it effectively and the public should know it in a hazy way during the execution but they should have full knowledge only about the finished project.

This is the view of the most astute statesman the world has ever produced..... Kautilya the Chanakya.   But where does the state secrets stand today.  Investigative journalism, paparaazzi, right to information, political pressures extraneous to the goal.... I think democracy has its plus and minus points, because a project with too much of publicity can never succeed.
Of course the law enforcing authorities world over still follow the dictum of Kautilya very meticulously.
