Here, in this couplet, the uncertainty involved in the fortunes of a person and the quirky nature of accumulation of rain-clouds are compared.
As if from nowhere flows the cash and a fellow becomes rich unexpectedly. Often the money is drained off too withthout ny reasons and without any notice. The soucrce and mode of accumulatin of money could be just or unjust or anywhere in between. The money might be spent too in comaprable modes and activities fraught with a lot of uncertainty but with great speed.
The behaviour of clouds too is not much different, The clear sky would be filled with dark clouds suddenly and there could be torrential downpour too. However, not much later, the sky would become clear again, and we would have no clue as to the source of these clouds. And most of the time the water that came down from the huge couds would just get drained offand would flow away and join some river or ocean.
Therefore we can never have any sense of certainty about our income, nor about the rainfall.
