In fact, in Sri Rudra or Satarudriyam found in Krishna and Shukla Yajurveda too, the Lord in the form of Rudra and his eleven forms is worshipped as present as the vital force or or the leader or leading force in all that is found manifest.
In the eleven anuvakas of Sri Rudra, we praise the Rudras are as present in the vanguard of all that is seen in various individual large and small and even tiny and animate and inanimate manifestations on the surface of earth and elsewhere
In contrast, the purushasooktham first found in Rigveda presents the Supreme Being as gross manifestation in everything.
