One's mother, father and friend are the threesome who would wish only good for him, whatever may be the circumstances.
Others would wish for a fellow's welfare only after proper evaluation of the benefits that such welfare would bring to them.
Of course, in this quote, the author has kept a friend at the same level with father and mother. Every father or mother would wish welfare for his or her child. That is unconditional. Some friends may be there who would also desire our welfare in the same manner. However times seem to have changed a lot in India after Hitopadesham. Now such genuine friends are very rare.
