न साहसैकान्तरसानुवर्तिना न चाप्युपायोपहतान्तरात्मना ।

विभूतयः शक्यमवाप्तुमूर्जिताः नये च शौर्ये च वसन्ति संपदः ॥- 

हितोपदेश, विग्रह

na sāhasaikāntarasānuvartinā na cāpyupāyopahatāntarātmanā ।

vibhūtayaḥ śakyamavāptumūrjitāḥ naye ca śaurye ca vasanti saṃpadaḥ ॥-

 hitopadeśa, vigraha

It is not possible most of the times to attain success, welfare and prosperity just by applying one’s physical strength and valour. It is also not possible to arrive successful culmination of missions merely through policy making. Great wealth and success in abundance would be achieved through application of the right mix of valour and efficient implementation of policies. Valour without planning and planning without efforts.. Both are incomplete and inadequate
