मुहुर्नियोगिनो बाध्या वसुधारा महीभुजाम्।
सकृत्किं पीडितं स्नानवस्त्रं मुञ्चेद्द्रुतं पयः॥
इन्दिश्चे स्प्रुचे २२२० हितोपदेशे
The constituents of the State who generate money and the officials who have the responsibility to collect revenue should both be prodded and even bothered constantly by the king and the government, to part with money and to collect the tax dues. The wet and soaked clothes do not give up their entire water content just by one twisting. They will have to be twisted and pressed again and again.
