अविवेकमतिर्नृपतिर्मन्त्री गुणवत्सु वक्रितग्रीवः ।
यत्र खलाश्च प्रबलास्तत्र कथं सज्जनावसरः ॥ १४० ॥
भोज प्रबन्धे
avivekamatirnṛpatirmantrī guṇavatsu vakritagrīvaḥ ।
yatra khalāśca prabalāstatra kathaṃ sajjanāvasaraḥ ॥ 140 ॥

A kingdom or region headed by a king or by a leader who lacks sense and discretion
Where the ministers and officials of the State turn away their head when they meet people of class and nobilitiy
Where the wicked and the crafty ruffians are highly influential in the matter of the state and the society
Can any person with knowledge, wisdom and sense even get any opportunity to live, make progress and thrive ?
A quote from the Bhoja Prabhandham of Ballaaladeva.
However if one is tempted to look around himself after reading this we cannot find fault with him.
यत्र whare नृपति the king, the ruler of men, administrator अविवेक मतिः is immature, is a person lacking in discretion मन्त्री minister गुणवत्सु on persons of class, quality वक्रित ग्रीवः the head turned away, the head turned in the opposite direction खलाः wicked people प्रबलाः are prominent, are influential च too तत्र there कथं how can सज्जनावसरः opportunity for men of quality, nobility and class
അവിവേകമതിര്നൃപതിര്മന്ത്രീ ഗുണവത്സു വക്രിതഗ്രീവഃ ।
യത്ര ഖലാശ്ച പ്രബലാസ്തത്ര കഥം സജ്ജനാവസരഃ ॥ ൧൪൦ ॥
ഭോജ പ്രബന്ധേ
ഒട്ടും വിവേകവും വകതിരിവും തോട്ടുതീണ്ടാത്ത രാജാവ്, ഭരണവും അധികാരവും കൈയാളുന്ന അത്തരം നേതാവ്
തരവും നന്മയും ഉള്ള ആരെക്കണ്ടാലും മുഖം മറുവശത്തേക്ക് തിരിക്കുന്ന മന്ത്രി, അത്തരം അധികാരികള്
വക്രതയും കന്നായ്മയും നിറഞ്ഞ ഉപജാപകരുടെ അഴിഞ്ഞാട്ടം
ഇതെല്ലാം എപ്പോഴും കണ്ടുവരുന്ന രാജ്യത്തിലോ ഭൂപ്രദേശത്തിലോ
കഴിവും ഔന്നത്യവും കാര്യക്ഷമതയും എല്ലാം ഉള്ള സജ്ജനങ്ങള്ക്ക് ജീവിക്കാനും മുന്നേറാനും ഉള്ള അവസരങ്ങള് എങ്ങിനെ കിട്ടാനാണ് ?
ബല്ലാലദേവന്റെ ഭോജ പ്രബന്ധത്തില് നിന്ന്.
ഇന്ന് വായിക്കുമ്പോളും നമുക്ക് ചുറ്റും ഒന്ന് കണ്ണോടിച്ചു നോക്കാന് തോന്നുന്നു എങ്കില് അതിനു ആരെയും കുറ്റപ്പെടുത്തിയിട്ടു കാര്യമില്ല.
