पूर्वं निरूप्य सामग्रीमारभेत् नारभेत वा।
अनारंभो वरं नाम न त्वारभ्य निवर्तनम्॥

A person starting a project should first collect all the resources and blueprint.. He may start the project after that or even abandon the project after evaluating the efficacy of available resources..
Anyway it is always better not to start that being forced to abandon the project unfinished or retracting in the middle of action..

This is a very mature approach.. Most of us are Aarambasooraas..(spurt of enthusiasm just at the start)-- we just start showing all enthusiasm in the beginning but that interest would disappear as the path of progress becomes difficult.. most of us retreat, then..
And even while starting some do that with a "devil may care" attitude.. without caring about the possible result or even setback..
Of course, the planning and preparations cannot go on for ever.. and such planning should not be an excuse for inaction.. However, the bureaucrats, red-tapists and politicians often hide behind alleged planning and preparation.. after dishing out tall promises.. The above advice is not intended for such procrastinators and perennial excuse mongers..
