योऽरक्षन् बलिमादत्ते करं शुल्कं च पार्थिवः।
प्रतिभागं च दण्डं च स सद्यो नरकं व्रजेत्॥
मनुस्मृत्याम्॥
yo'rakṣan balimādatte karaṁ śulkaṁ ca pārthivaḥ|
pratibhāgaṁ ca daṇḍaṁ ca sa sadyo narakaṁ vrajet||
manusmṛtyām||
A king who imposes levies on his subjects in the shape of taxes, tolls, duties, shares fines and penalties and fails to provide protection for the subjects and their lives and properties would find his place in hell. There is no doubt about it.
Manu warned that the rulers who tax the subjects and fail to protect them would go to hell and be punished because he had the bona fide belief such rulers in his time feared retribution in hell. The rulers of today may not care a damn about hell. But sure the leaders who fail the people would be dumped into the dustbin of history sooner than later
യോഽരക്ഷന് ബലിമാദത്തേ കരം ശുല്കം ച പാര്ഥിവഃ।
പ്രതിഭാഗം ച ദണ്ഡം ച സ സദ്യോ നരകം വ്രജേത്॥
മനുസ്മൃത്യാം॥
ഒരു രാജാവ് അല്ലെങ്കില് ഭരണാധികാരി കരം, ചുങ്കം, നികുതി, പിഴ, ലാഭവിഹിതം, സംരക്ഷണത്തിനുള്ള നീക്കിവയ്പ്പ് എന്നിങ്ങനെ പലേ വിധത്തിലും പ്രജകളില് നിന്ന് പണം നിര്ബന്ധമായി പിരിച്ചെടുത്ത ശേഷം പ്രജകള്ക്കും അവരുടെ സ്വത്തിനും ജീവനും പരിപൂര്ണ്ണമായ സംരക്ഷണം നല്കുന്നതില് പരാജയപ്പെട്ടാല് അയാള് തീര്ച്ചയായും നരകത്തില് പോവും എന്ന് മനു പറയുന്നു.
നരകം ലഭിക്കും എന്ന് മനു പറഞ്ഞത് അദ്ദേഹം തന്റെ നിയമസംഹിത എഴുതിയ കാലഘട്ടത്തില് ഭരണം നടത്തിയിരുന്നവര് നരകം എന്ന ഒരു സംഭവം ഉണ്ട് എന്നും അതിനെ അവര് ഭയപ്പെട്ടിരുന്നു എന്നും ഉള്ള ഉത്തമ വിശ്വാസത്തിന്റെ അടിസ്ഥാനത്തില് ആയിരുന്നു.
ഇന്നത്തെ ഭരണാധികാരി നരകത്തിനു പുല്ല് വില പോലും കൊടുക്കില്ല. പക്ഷെ ഒരു കാര്യം ഇന്നും സത്യമാണ്. ജനങ്ങളെ വഞ്ചിച്ച, ജനങ്ങളെ ചൂഷണം ചെയ്ത ഭരണാധികാരി ഏറെ വൈകാതെ തന്നെ ചരിത്രത്തിന്റെ ചവറ്റുകുട്ടയില് സ്വയം കണ്ടെത്തും.
