यत्र नास्ति बलात्कारः स राजा तीव्रशासनः।
भीरेव नास्ति संबन्धो दरिद्रं यो बुभूषते॥
इन्दिश्चे स्प्रूचे ५०६४ महाभारते
yatra nāsti balātkāraḥ sa rājā tīvraśāsanaḥ|
bhīreva nāsti saṁbandho daridraṁ yo bubhūṣate||
indiśce sprūce 5064 mahābhārate
Anushasika Parvam of Mahabharatha is talking about an ideal and popular state machinery
The king or ruler is indeed very earnest, intense, sincere and meticulous in discharging his duties of administration an dispensation of justice
The state where there is no use of undue force, violence, excessive pressure in enforcement of law and order
The people, the citizens, need not live in anxiety, trepidation, sense of shyness or shame about the things happening around, they need not be worried about their safety and security
And the ruler or the State machinery is very considerate about the persons who are endowed less with resources, who are poor, and no one need feel side-lined just because he is poor materially.
What a noble idea! What a vision!
And where do we stand even in our much touted welfare states after many millenniums ?

यत्र where बलात्कारः use of force, use of violence, न अस्ति not there सः he राजा the king तीव्र शाशनः very sincere, earnest and intense in administration and dispensation of justice भवति is संबन्धो relationships, transactaions भीः hesitation, anxiety, feat एव न अस्ति does not exist दरिद्रं the poor man न not बुभूषते is not treated callously, the poor man is treated with a lot of concern
