Desire to pay lesser taxes and tendency to cheat are two different issues..
If the state and society as a policy reduces the tax rates then it is ideal..
Here , the issue for consideration is that the honest person who would like to pay tax in spite of his difficulties is treated as a fool and the person who dodges the tax due is bragging and even treated as a hero of sorts..
Dishonesty and desire for a liberal society, are two different issues..
I am sure in India, there are a lot of people with criminal minds who will not pay tax even if it is reduced to the barest minimum
Many consider it as a laurel if they could gain the reputation that they are tax dodgers or criminals in many other ways..
The society has become corrupt and immoral.. to an impossible level
As a seasoned tax administrator all my productive life, I know quite well about the theories of taxation.. and I agree that in a fair society reduction in tax rates and fairness in tax administration would work positively..
But in India honesty has become almost an exception..
I too can reel out many taxation theories.. but theories work only with fairly law abiding and honest people...
