People who are basically not of lofty minds would do inappropriate things especially when they are facing situations which are too much above their capacity. A rat would act as if it is lifting the mountain Kailas itself. A crow might develop appetite to devour the meat of the powerful eagle, Garuda. An ichneumon would embark on an attempts as if it is trying to shake the tail of the king of reptiles, the Takshaka. A frog may carry in its head the idea to cross the ocean riding on the back of a snake. All these projects are just impossible, and are just results of wishful thinking but inadequate minds, faced with crisis situations act very oddly indeed.
