Those who either hoard, and those who are not capable of helping others would always have to lie low.



सङ्ग्रहैकपरः प्रायः समुद्रोऽपि रसातले।
दातारं गगनं पश्य गर्जन्तं भुवनोपरि॥
saṅgrahaikaparaḥ prāyaḥ samudro'pi rasātale|
dātāraṁ gaganaṁ paśya garjantaṁ bhuvanopari||
A subhashitam found in many famous collections.. It is attributed to Chanakya in some texts.. It is also found in some versions of Ballaladevas Bhojaprabhandam.. Anyway the slokam conveys a very worthy message which is ever relevant..
Meaning of the Slokam

Perhaps even the sea is just running below the level of earth, in the nether worlds at the bottom because the basic quality of the ocean is just to grab and hoard as much water as possible, from whatever source possible..
However, the sky with its clouds is roaring with happiness up above the earth, because it is just there prepared to give all that it possesses to the people waiting below..

Those who are capable of giving and have the mind to give too are always having a noble stature above all else..
Those who either hoard, and those who are not capable of helping others would always have to lie low..

सङ्ग्रहे एकपरः having a keen interest in collecting or hoarding (water)
समुद्रः the sea
अपि too
रसातले वर्तते is remaining in Rasatala.. a world below the earth..
दातारं ever eager to give, ever ready to pour
गगनं the sky
भुवनोपरि up above the earth
गर्जन्तं roaring with mirth
पश्य see
Giving makes both the giver and the received happy
Hoarding makes the one who hoard miserable and mean in the eyes of others, and his presence cannot give any happiness to others.. and he has to hide in obscurity..
Note
The Indian lore says there are fourteen worlds..
The bhooloka.. the earth with six worlds above.. bhuvarloka, suvarloka, maharloka janoloka, tapoloka, and satyaloka..
And seven worlds below.. Athala, vitala, sutala, rasaatala, talaatala, mahaatala, paataala..
