there are many cats and many more bells. but who is going to bell which cat?

Increasing taxes based on social activities, and sharing or redistribution of the resources equitably and by exhibiting films to trigger social awareness were all suggested with great relish as the clarion calls for the day to bring about the dawn of a most luminous and resplendent state of affairs here.. My two pennies on the subject I posted as a reply.. But that got a natural burial.. My response posted below..
-----------------------------------------------------------------------------------------------------------
The issues are far more complex that being listed supra.. First, the people of India rallied against a colonist power and managed to establish democracy..True, such democracy can thrive only in the shadow of patriotism.. But patriotism is a really tough proposition.. Patriotism in its most effective import can thrive only if the populace have many things in common to share.. We may dish out platitudes, to claim about such lofty sense of unity.. But right from day one of establishment of the present state, the people had territorial, religious, linguistic, economic, professional... interests which conflicted with varied groups. Once the initial euphoria of having had fought a tyrant receded and we were faced with realities on brass tacks, internecine pulls and pushes started.. and the vote bank politics has only exacerbated such centripetal throws..
And every election brought into cente stage more and more players, many local players, glib tongued to appeal to the woes of the people and carve out local satraps and niches for themselves and the very strong monolithic nature of the State is in challenge now.. and sectarian interests appear to gain leverage.. and the ruling people, politicians, can attain places of power only if they play to the tune of such tendencies.. and it is a vicious circle..
Secondly people who have enjoyed some benefits, rightly or wrongly would never acquiesce to give up any ground.. and special facilities have been offered for groups to placate various none too national interests, and I am afraid we have already started paying the price
I do not want to be controversial, but for an intelligent person what I mean will be crystal clear..
Progress and reforms and redistribution of benefits are not very easy in the present system..
And no man in power would venture to tax a citizen on the basis of the number of children the aam aadmi has .. at least in the present system..
So platitudes can be listed in dozens and grosses, but some sort of evolution in the philosophy of governance can only see India through.. and that does not seem feasible as of date..
there are many cats and many more bells. but who is going to bell which cat?
Wonders never cease.. We can hope.. We do hope
