There is a belief that during utsavams like the Ratha Yarra and the Brahmotsavams in many great temples celebrated for a particular period the God becomes benevolent and mingle with all his devotees..then we can all touch him.
I trust this is is case with Mahaprabhu Jagannatha during ratha yatra.
In fact after the festival is over many purificatory and rejuvenative rituals are performed to bring the deity back to his normal state and ward off any defects ir evils that could have affected the Lord.
Usually the deity in many temples is offered sahasra kalasha abhishekam..bath with thousand pitchers if holy waters sanctified with appropriate mantras.. In some cases abhishekam with 1000 conches filled with water and sanctified with holy chants and sookthas are offered.
